The Uttarakhand government has implemented new rules for direct recruitment to Sub Inspector posts in all uniformed departments of the state. These Sub Inspector rank posts include SI Civil Police/ Intelligence, Platoon Commander PAC/ IRB, Fire Station Second Officer, Deputy Jailor, Homeguard Platoon Commander, Forester, Excise SI and PRD Officer.
Now in Uttarakhand there will be integrated rules for recruitment to the posts of Sub Inspector in various departments. These rules have been introduced to bring uniformity in the recruitment of uniformed sub-inspectors of various departments. A Government Order (G.O.) has also been issued in this regard.
Uttarakhand Uniformed Sub Inspector Rank Posts
From now on, there will be only one recruitment exam for the posts of sub-inspector in all the uniformed departments of the state. Candidates will be allotted departments on the basis of merit in the written examination and their preference. Many other changes including the age limit of recruitment have also been implemented in it.

The age limit for all the posts of Sub Inspector will be 21 to 35 years. Till now all the departments had different standards. The educational qualification criteria will be as per the respective departments.
These new rules will be applicable to all the posts of Uniformed Sub Inspector of Group C through direct recruitment in various departments, details of which are as follows:
- Home Department: Sub Inspector (Civil Police/ Intelligence), Platoon Commander/ Gulmnayak (PAC/IRB) & Fire Station Second Officer (Pay Scale Rs 44900-142400 Level-7 each) and Deputy Jailor (Pay Scale Rs 35400-112400 Level-6).
- Homeguard Department: Platoon Commander (Pay Scale Rs 29200-34800 Level-5).
- Forest Department: Van Daroga (Forester) (Pay Scale Rs 29200-34800 Level-5).
- Excise Department: Excise Sub Inspector (Pay Scale Rs 29200-34800 Level-5).
- Youth Welfare and Prantiya Rakshak Dal Department: Regional Youth Welfare and Prantiya Rakshak Dal Officer (Pay Scale Rs 29200-34800 Level-5).
Physical Standards for Sub Inspector Posts
The new Physical Standards for male/female candidates for Sub Inspector (Civil Police/ Intelligence), Platoon Commander/ Gulmnayak (PAC/IRB), Fire Station Second Officer, Deputy Jailor, Platoon Commander (Homeguard), Forester, Excise Sub Inspector and PRD Officer will be as follows.
Height:
Male Candidates – GEN/SC/OBC: 167.7 cm, ST: 160 cm and Hilly Area: 162.7 cm.
Female Candidates – GEN/SC/OBC: 152 cm, ST: 147 cm and Hilly Area: 147 cm.
Chest (for Male candidates only):
Without Expansion – GEN/SC/OBC: 78.8 cm and ST/Hilly Area: 76.5 cm.
With Expansion – GEN/SC/OBC: 83.8 cm (84.3 cm for Fire Station Second Officer) and ST/Hilly Area: 81.5 cm (82 cm for Fire Station Second Officer).
Weight – Minimum 45 Kg (Only for Female candidates).
Physical Efficiency Test for Sub Inspector Posts
The Physical Efficiency Test criteria for male/female candidates for Sub Inspector (Civil Police/ Intelligence), Platoon Commander/ Gulmnayak (PAC/IRB), Fire Station Second Officer, Deputy Jailor, Platoon Commander (Homeguard), Forester, Excise Sub Inspector and PRD Officer will be as follows.
Cricket Ball Throw – Male: 50 Meter and Female: 20 Meter.
Long Jump – Male: 13 Feet and Female: 08 Feet.
Chin Up/ Beem (for male only) – 05 Times.
Running/ Walking for Sub Inspector (Civil Police/ Intelligence), Platoon Commander/ Gulmnayak (PAC/IRB), Deputy Jailor, Platoon Commander (Homeguard), Excise Sub Inspector and PRD Officer – Male: 05 Km in 32 minutes and Female: 02 Km in 15 minutes.
Running/ Walking for Fire Station Second Officer – Male: 900 Meter (with 65 Kg weight) in 01 minute and Female: 02 Km in 15 minutes.
Note: According to officials, there is a typing mistake in the running/ walking criteria for the post of Fire Station Second Officer (Male) and it will be revised soon.
Running/ Walking for Forester – Male: 25 Km in 04 hours and Female: 14 Km in 04 hours.
Shuttle Race 25×4 m (for female only) – in 30 seconds.
New Rules for Sub Inspector Direct Recruitment
The Personnel Department has issued a new manual named “The Uttarakhand Uniformed Sub-Inspector Posts Direct Recruitment Selection Procedure Rules, 2025“.
As per the new rules, the important points for direct recruitment to the posts of Sub Inspector in various departments of Uttarakhand Government are as follows:
Educational Qualification
The educational qualification for direct recruitment to the service will be as per the relevant service rules of the posts mentioned above.
Recruitment to the posts of direct recruitment in the Service will be in accordance with the Essential/Desirable Qualification Rules, 2010 (as amended from time to time) for recruitment to Group ‘C’ posts within the purview of Uttarakhand Public Service and outside the purview of Public Service Commission.
Preferential Qualification
A Candidate who has served in the Territorial Army for a minimum period of two years, OR who has obtained ‘B’ or ‘C’ certificate of the National Cadet Corps, will be given preference in recruitment into the Service, other things being equal.
Age Limit
A candidate must have attained the age of 21 years but not exceeding 35 years as on 1st July of the calendar year in which the vacancies are advertised by the Commission. Provided that in the case of candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other categories as notified by the Govt from time to time, the upper age limit shall be higher by the specified number of years.
Character
The character of a candidate for direct recruitment to a post in the Service must be such as to make him suitable in all respects for employment in the Government service.
A person dismissed by the Central Government or a State Government or any local authority, corporation or body owned or controlled by the Central Government or a State Government will be ineligible for appointment to any post in the Service. A person convicted of any offence involving moral turpitude will also be ineligible.
Marital Status
A male candidate who has more than one wife living or a female candidate who is married to a man who already has one wife living or has more than one husband living will not be eligible for appointment to a post in the Service. Provided that the Government may exempt any person from the operation of this rule if it believes that there are special grounds for doing so.
Recruitment Procedure
Application forms in the prescribed format for direct recruitment, along with notification of vacancies, will be published by the concerned Selection Institute/ Commission on its official website and in at least two widely circulated daily newspapers.
In cases where physical standards are prescribed as essential qualification or method of recruitment, candidates will have to undergo the prescribed Physical Standard Test. Only those candidates who fulfill the minimum physical standards prescribed for the post will be allowed to appear for the Physical Efficiency Test.
The Physical Efficiency Test will be of qualifying nature and will be conducted as per details given above. Candidates who qualify the Physical Efficiency Test will be declared eligible for the Written Examination.
An objective type Written Examination of 03 hours duration carrying 200 marks will be conducted for selection of candidates who qualify the physical standard and physical efficiency test. The merit list will be prepared on the basis of marks obtained in the written examination.
The written examination will have a single question paper covering General Hindi, General Knowledge, General Studies, Knowledge related to the State of Uttarakhand and General Intelligence & Numerical Aptitude Test. Each correct answer will carry one mark and one-fourth (¼) mark will be deducted for each wrong answer as negative marking.
The detailed syllabus will be prepared by the Commission/ Selection Institute and released after obtaining approval from the Government.
In case of posts of Uniformed Sub Inspector where the minimum educational qualification is technical or subject-specific (Commerce, Pharmacy, Science, etc.), the written exam of 200 marks will consist of objective type questions based on the subject relevant to the prescribed minimum qualification.
After the written examination, the answer key will be published on the website of the Commission/ Institution. The Merit list (final selection list) will be prepared on the basis of marks obtained in the written exam and the Total marks obtained by all candidates in the written exam will be displayed in descending order on the website of the Selection Commission/ Institution.
