Uttarakhand Constable Posts New Rules, Age and Physical Test

The Uttarakhand government has implemented new unified rules for direct recruitment to all Uniformed Constable Posts in various departments of the state. These Constable rank posts include Civil Police/ PAC/ IRB, Fireman, Jail Warder (Bandi Rakshak), Forest Guard, Abkari Sipahi, Pravartan Sipahi and Secretariat/ Vidhan Bhawan Guard (Sachivalaya Rakshak).

Now, unified rules will be applicable for recruitment to the posts of constable in various departments in Uttarakhand. These rules have been implemented to bring uniformity in the recruitment of uniformed constables of different departments. A Government Order (G.O.) has also been issued in this regard.

Uttarakhand All Uniformed Constable Rank Posts

From now on, there will be only one recruitment exam for the posts of Constable in all the uniformed departments of the state. Candidates will be allotted departments based on merit prepared on the basis of total marks obtained in written exam and physical test (as per applicable marks distribution). Many other changes including the age limit of recruitment have also been implemented in it.

The age limit for all the uniformed posts of Constable will be 18 to 25 years. Till now all the departments had different standards. The educational qualification criteria will be as per the respective departments.

These new rules will be applicable to all the posts of Uniformed Constable of Group ‘C’ through direct recruitment in various departments, details of which are as follows:

New Physical Standards for Constable Posts

The new Physical Standards (Height, Chest, Weight) for male/female candidates for Constable (Civil Police/ PAC/ IRB), Fireman, Jail Bandi Rakshak, Forest Guard, Abkari Sipahi, Pravartan Sipahi and Sachivalaya Rakshak will be as follows:

Height

Male Candidates – GEN/SC/OBC: 165 cm, ST: 157.5 cm and Hilly Area: 160 cm.
Female Candidates – GEN/SC/OBC: 152 cm, ST: 147 cm and Hilly Area: 147 cm.

Chest (for Male candidates only)

Without Expansion – GEN/SC/OBC: 78.8 cm and ST/Hilly Area: 76.5 cm.
With Expansion – GEN/SC/OBC: 83.8 cm (84.3 cm for Fireman) and ST/Hilly Area: 81.5 cm (82 cm for Fireman).

Weight – Minimum 45 Kg (Only for Female candidates).

Physical Efficiency Test for Constable Posts

The new Physical Efficiency Test criteria and marks distribution for male/female candidates for Constable (Civil Police/ PAC/ IRB), Fireman, Jail Bandi Rakshak, Forest Guard, Abkari Sipahi, Pravartan Sipahi and Sachivalaya Rakshak will be as follows:

1. Cricket Ball Throw

Male Candidates – 50 meter: 10 marks, 55 meter: 12 marks, 60 meter: 14 marks, 65 meter: 16 marks and 70 meter: 20 marks.
Female Candidates – 16 meter: 10 marks, 20 meter: 12 marks, 24 meter: 14 marks, 28 meter: 16 marks and 32 meter: 20 marks.

2. Long Jump

Male Candidates – 13 feet: 10 marks, 14 feet: 12 marks, 15 feet: 14 marks, 16 feet: 16 marks, 17 feet: 18 marks and 18 feet: 20 marks.
Female Candidates – 08 feet: 10 marks, 09 feet: 12 marks, 10 feet: 14 marks, 11 feet: 16 marks, 12 feet: 18 marks and 13 feet: 20 marks.

3. Chin Up/ Beem (for male only)

Male Candidates – 05 times: 10 marks, 06 times: 12 marks, 07 times: 14 marks, 08 times: 16 marks, 09 times: 18 marks and 10 times: 20 marks.

4. Running and Walking

For Constable (Civil Police/ PAC/ IRB), Fireman (Female), Jail Bandi Rakshak, Abkari Sipahi, Pravartan Sipahi and Sachivalaya Rakshak:

Male Candidates (05 Km) – 32 minute: 24 marks, 30 minute: 28 marks, 28 minute: 32 marks, 24 minute: 36 marks and 21 minute: 40 marks.
Female Candidates (02 Km) – 15 minute: 15 marks, 14 minute: 18 marks, 13 minute: 21 marks, 12 minute: 24 marks, 11 minute: 26 marks and 10 minute: 30 marks.

For Fireman (Male) – 05 Km in 32 minute: 12 marks, 30 minute: 14 marks, 28 minute: 16 marks, 24 minute: 18 marks and 21 minute: 20 marks. OR
900 Meter (with 65 Kg weight) in 65 second: 12 marks, 60 second: 14 marks, 55 second: 16 marks, 50 second: 18 marks and 45 second: 20 marks.

For Forest Guard – Male: 25 Km in 04 hours and Female: 14 Km in 04 hours.

5. Shuttle Race 25×4 m (for female only)

Female Candidates – 30 second: 15 marks, 29 second: 18 marks, 28 second: 21 marks, 27 second: 24 marks and 26 second: 30 marks.

6. Rope Climbing (for Fireman male)

Male Candidates (Fireman) – 75 second: 10 marks, 70 second: 12 marks, 65 second: 14 marks, 60 second: 16 marks and 55 second: 20 marks.

New Rules for Constable Direct Recruitment

The Personnel Department has issued a new manual named “The Uttarakhand Uniformed Constable Posts Direct Recruitment Selection Procedure Rules, 2025“.

As per the new rules, the important points for direct recruitment to the posts of Constable in various departments of Uttarakhand Government are as follows:

Educational Qualification

The educational qualification for direct recruitment to the service will be as per the relevant service rules of the posts mentioned above.

Recruitment to the posts of direct recruitment in the Service will be in accordance with the Essential/Desirable Qualification Rules, 2010 (as amended from time to time) for recruitment to Group C Posts within the purview of Uttarakhand Public Service and outside the purview of Public Service Commission.

Preferential Qualification

A Candidate who has served in the Territorial Army for a minimum period of two years, OR who has obtained ‘B’ or ‘C’ certificate of the National Cadet Corps, will be given preference in recruitment into the Service, other things being equal.

Age Limit

A candidate must have attained the age of 18 years but not exceeding 25 years as on 1st July of the calendar year in which the vacancies are advertised by the Commission. Provided that in the case of candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other categories as notified by the Government from time to time, the upper age limit shall be higher by the specified number of years.

Character

The character of a candidate for direct recruitment to a post in the Service must be such as to make him suitable in all respects for employment in the Government service.

A person dismissed by the Central Government or a State Government or any local authority, corporation or body owned or controlled by the Central Government or a State Government will be ineligible for appointment to any post in the Service. A person convicted of any offence involving moral turpitude will also be ineligible.

Marital Status

A male candidate who has more than one wife living or a female candidate who is married to a man who already has one wife living or has more than one husband living will not be eligible for appointment to a post in the Service. Provided that the Government may exempt any person from the operation of this rule if it believes that there are special grounds for doing so.

Recruitment Procedure

Application forms in the prescribed format for direct recruitment, along with notification of vacancies, will be published by the concerned Selection Institute/ Commission on its official website and in at least two widely circulated daily newspapers.

In cases where physical standards are prescribed as essential qualification or method of recruitment, candidates will have to undergo the prescribed physical test. Only those candidates who fulfill the minimum physical standards prescribed for the post will be allowed to appear for the Physical Efficiency Test.

The Physical Efficiency Test will be of maximum 100 marks and will be conducted as per details given above. Candidates who qualify the Physical Efficiency Test will be declared eligible for the Written Examination.

An objective type written examination of 02 hours duration carrying 100 marks will be conducted for selection of candidates who qualify the physical standard and physical efficiency test. The merit list will be prepared on the basis of marks obtained in the written examination and other assessments, including the marks obtained in the Physical Efficiency Test.

The written examination will have a single question paper covering General Hindi, General Knowledge, General Studies, Knowledge related to the State of Uttarakhand and General Intelligence. Each correct answer will carry 01 mark and one-fourth (¼) mark will be deducted as negative marking for each wrong answer.

The detailed syllabus for uniformed constable posts will be prepared by the Commission/ Selection Institute and released after obtaining approval from the Government.

After the written examination, the answer key will be published on the website of the Commission/ Institution. The merit list (final selection list) for Constable posts will be prepared on the basis of the aggregate of marks obtained in Physical Efficiency Test (with 25% weightage) and Written Examination (with 75% weightage). The details of marks obtained by all candidates in written exam and physical test will be displayed on the website of the Selection Commission/ Institution.
